Most of the Cobra characters seen so far from the new "GI Joe: Renegades" cartoon starting 10-10-2001.
Left to right:
Baroness, Destro, Cobra Commander, and Mindbender.
I drew this late last night (from the blurry SDCC photos) and wouldn't you know today they changed up the HUB website with new clear pictures and I got some of the details wrong.
So this is the fixed version.
